Endorsements and CDCs via Liberia's Online Application System

The Liberian Maritime Registry processes all officer endorsements and Seaman Books (CDCs) through an official online filing system, accessible only to registered filing agents like TIRM.

​

All Liberia seafarer applications should be submitted via email to 👉 liberia@tirm.me. Our team will guide you through the correct procedure and ensure your application is properly filed for timely processing.

Processing Times and CRA Issuance

​

Liberian endorsement applications typically take 3–4 weeks for full-term processing. A Certificate of Receipt of Application (CRA) can be issued at the time of application upon request, allowing seafarers to work while their full endorsement is processed.

⚠️ Please note: The Liberia flag applies a CRA issuance fee, which applicants should take into account when applying.

Liberia Officer Endorsement Requirements​

To apply for a Liberian officer endorsement, please submit the following:

​

• Completed Liberia Officer Application Form

• Completed Liberia Medical Form

• Recent colour passport-sized photo

• Valid passport copy

• Certificate of Competency (COC)

• Supporting STCW certificates

• Copy of CDC (Continuous Discharge Certificate)

Liberia Flag Vessel vs. Non-Liberian Vessel Applications

Liberia distinguishes between two types of applications:

​

1. For Liberian-Flagged Vessels

If the application is for service onboard a Liberian vessel, we require an authorisation letter from the shipowner or technical manager. This letter must name TIRM as the authorised agent and include the vessel details. Liberia will verify the vessel’s registration before proceeding.

2. For Non-Liberian Vessels

For non-Liberian ships, seafarers may be issued an 18-month ungraded Liberian Seaman Book, suitable for general deployment where a Liberian endorsement is not specifically required.
